Initially the post of Lord-Lieutenant was a military appointment and this remained so for several centuries. In Moray 39 Engineer Regiment are based at Kinloss Barracks and there is an RAF base at Lossiemouth. Both make a vital contribution to the defence of the United Kingdom and in assisting the civil authorities in time of emergency such as the COVID-19 pandemic. They also make a significant contribution to the local communities and the economy in Moray. There are strong connections with Reserve and Cadet units.

Lord-Lieutenant’s Certificates
A Lord-Lieutenant’s Certificate for meritorious service may be awarded to members of the Reserve Army and other Volunteer Reserve Forces.
Lord-Lieutenant’s Cadets
The Lord-Lieutenant may appoint young people from the Armed Services to serve for one year as Lord-Lieutenant’s Cadet. They are chosen in conjunction with the RFCA and are the star cadets in the various cadet forces. During their year as Lord-Lieutenant’s Cadet they will attend the Lord-Lieutenant on a wide range of his duties.
